IC rejects conflict complaint

Deep River’s integrity commissioner says he will take no action on a complaint of conflict of interest against three members of town council.

Local resident Larry Dumoulin filed a complaint last fall accusing Reeve Glenn Doncaster and Councillors Will Fitton and Terry Myers of contravening the Municipal Conflict of Interest Act (MCIA) when they voted in favour of a resolution before council at its regular meeting September 20, 2023.

The resolution dealt with the proposed “request for proposals” (RFP) around Atomic Energy of Canada’s renewal of the government-owned, contractor-operated (GoCo) contract for Canadian Nuclear Laboratories.

The motion “instructed” Mayor Sue D’Eon and Reeve Doncaster to “make submissions” to AECL and CNL on “matters related to the well-being of the town of Deep River and area residents,” including a list of nine bullet points.

The bullet points involved issues like “communications, including regular updates by AECL and CNL to Deep River council,” “support for the arts, culture, and recreation of the local area,” “support for aging municipal infrastructure,” and “actions of positive local environmental benefit.”

One of the bullet points also listed “support for local businesses such as a reasonable Buy Local policy”…
