County backs “2+1” highway

Renfrew County council is backing a call for the federal and provincial governments to work together to build out Highways 11 and 17 as a “2+1” highway.

The county endorsed a resolution last week from the Federation of Northern Ontario Municipalities (FONOM) for the work to be recognized as a “project of national interest” under the Carney government’s new Building Canada Act.

The resolution notes that Canada’s “east–west trade and national mobility rely on the Trans-Canada Highway system, including Highways 17 and 11 across Northern and Eastern Ontario, which carry significant freight volumes but remain predominantly two-lane corridors.”

The resolution also says the “2+1” highway format is a “proven” design which “delivers safety outcomes comparable to full twinning at substantially lower cost, land, and environmental impact, and can be scaled or converted to four lanes (2+2) as volumes grow.”

The resolution suggests the work should be done in two phases.

Phase one would include Highway 11 from North Bay to Cochrane and Highway 17 from “Renfrew to Sudbury.”

Phase two would see the work extended on Highway 11 from Cochrane to Nipigon and on Highway 17 from Thunder Bay to Kenora and from Sault Ste. Marie to Sudbury…
