Big changes are coming to recycling collection in Ontario and concerns were raised at Deep River council last week that those changes could leave businesses in town fending for themselves once all the dust has settled.
The concerns came following a presentation to council by Cathie Green, a consultant with the Continuous Improvement Fund (CIF).
The CIF is a partnership between Stewardship Ontario, the Association of Municipalities of Ontario, the City of Toronto and the Resource Productivity and Recovery Authority, which is the regulator mandated by the province to enforce the province’s “circular economy” laws.
Green is working with the town to help it transition blue box recycling collection to “full producer responsibility” by 2026.
Blue box legislation introduced by the province in 2022 will see producers of recyclable items become fully responsible for the operations and financial management of the blue box program in Ontario.
The blue box legislation allows for organizations called Producer Responsibility Organizations (PROs) to represent the producers of paper products and packaging and most of the big companies have opted to be represented by a PRO called Circular Materials (CM).
Municipalities will begin making the transition to the new blue box collection system at the start of next year, with the full switch to the producer-pay model happening in 2026…
